An order of imperials seeking to rule the world as emperors, intentionally seeking out and bonding with as many other imperials as they can. Earning enough trust to gather them. To lure them to places where, unbeknownst to the imperials not of the order, all of them will die together so that the formation of emperors may be closely researched.
Because the species is so cautious, suspicious, and fearful of what could happen to them after death, it is rare that they succeed, and when they do it is usually a mere 2 or 3 heads. The order longs to study the formation of emperors with greater headcounts.
While it would be simple enough for the order itself to commit themselves to death to create the ultimate emperor, they believe this would be fruitless and waste of their accumulated knowledge. After all, they have a goal.
Even the most powerful eleven headed emperors were put down by the deities. There is no record of an emperor with more heads than that–it seems tied to the dieties somehow, and old magic can be strange in its rules that way.
But they believe in the 12th deity, the god with no young of its own whose eye is the eternally full moon only visible in the Hewn City. And they believe it only natural that a 12-headed emperor, a creature both unprecedented and complete who could fend off both deity and shade alike, is not only realistic but a necessity for their plan.
However, truly moon-touched dragons are rare, though the servants and lunatics of the moon god are many. Among so few who are already so secretive, finding a suitable imperial is nearly impossible.
